is prepared by the Oregon Legislative Fiscal Office for the use of the
legislature and the people. It contains a good summary in 79 pages of
the 2003-2005 Budget and the place that Measure 30 plays in that
budget. This document gives the most complete overview of any on this
page, but it can be slow reading at times.

Legislative Revenue Office also prepared reports for the use of the
legislature and the people. The most recent reports are found on this
page.
Revenue Measures Passed By the 2003 Legislature -
Specific documents on the Revenue Office link include an overview of
the revenue measures passed by the 2003 Legislative Session. The real
meat of this document is the analysis of the general revenue situation
facing the legislature last year beginning on page 9. The only thing I
see missing from that analysis is a description of the countervailing
budget factors such as the effects of Measure 5 in 1990 on school
finance and the effects of the huge population growth Oregon has seen
over the last half century. This document will also tell you more than
most will want to know about the details of the revenue bills passed by
the 2003 Session. Because I was on the House Revenue Committee, I
worked on most of these bills directly. |
